Thomas P. Foley is the President of AICUP, the nonprofit Association of Independent Colleges and Universities of Pennsylvania. Foley is a first-generation college graduate who relied on scholarships to attend school. In his decades of experience in education and policy, Foley served as a college president and was Pennsylvania’s Secretary of Labor and Industry.
